Sealed bids are invited for the construction of Virginia Western Community College Campus Pavement Rehabilitation, Project Code: #260-B0260-037, at Roanoke, VA.
The Work generally includes the milling, replacement, and sealing of existing parking lots including concrete flatwork, signage, lot striping, and minor utility work. Work also includes the development of a relocated access roadway from McNeil Avenue up to Lot 14 and revising connections to Lot 8e and Lot 10. Roadway work includes earthwork, storm drainage with detention, water quality structures, curb and gutter, guardrail, paving, and utility improvements. Lot 9 work shall include a new median strip and associated storm drainage, curb and gutter and new striping for a motorcycle training course. An Additive Bid Item is included for lighting replacements in lots/locations defined on the Drawings.
Sealed bids will be received at the office of Virginia Community College System, Attention: Ms. Sibyl Roberts, 300 Arboretum Place, Suite 200, Richmond, VA 23236, Telephone ( 804 ) 819-4918, PLEASE NOTE: For shipping/mailing, use Suite 390 ; for hand delivery, use Suite 200. The deadline for submitting bids is 3:00 P.M. sharp, as determined by the Bid Officer, on Wednesday, July7, 2021. The bids will be opened publicly and read aloud beginning at 3:00 P.M., on Thursday, July 8, 2021, at the same location.
DUE TO COVID-19 AND GOVERNOR’S EXECUTIVE ORDER NUMBER 55: In person hand delivery is being supported on bid day from 9:00 A.M. to time of bid receipt (2:00 P.M. unless otherwise stated in the IFB) at the stated location. Building is open during regular business hours. All visitors need to sign in at the virtual receptionist (iPad on the wall in the main lobby.) Delivery on all other days should be by mail, UPS, FedEx or similar shipping method. Bids may be modified as per the Instructions to Bidders using fax number (804) 819-4762 and copying email@example.com.
Commonwealth of Virginia Standard Bid Bond Form (CO-10.2) is required. Performance and Payment Bonds will be required regardless of contract amount.
eVA Vendor Registration: The bidder or offeror shall be a registered vendor in eVA. See the attached eVA Vendor Registration Requirements.
Procedures for submitting a bid, claiming an error, withdrawal of bids and other pertinent information are contained in the Instructions to Bidders, which is part of the Invitation for Bids. Withdrawal due to error in bid shall be permitted in accord with Section 9 of the Instructions to Bidders and § 2.2-4330, Code of Virginia. The Owner reserves the right to reject any or all bids.
A pre-bid conference will be held at Virginia Western Community College, 3099 Colonial Avenue SW, Roanoke VA 24015, M228 Conference Room, 2nd Floor, Business Science Building at 10:00 A.M. on June 21, 2021. Attendance is optional for those submitting a bid.
The contract shall be awarded on a lump sum basis as follows: the Total Base Bid Amount including any properly submitted and received bid modifications plus such successive Additive Bid Items as the Owner in its discretion decides to award in the manner set forth in Paragraph 12 of the Instructions to Bidders. ‘Notice of Award’ or ‘Notice of Intent to Award’ will be posted on eVA, Virginia Department of General Services’ central electronic procurement website, at https://eva.virginia.gov .
