Separate sealed Bids for the Norton Road Pedestrian Improvements (Phases 1 -4) project for the Town of Wise, Virginia which consists of the demolition of existing concrete sidewalk, construction of concrete sidewalk, concrete entrances, street lighting system, and associated items, will be received by Ms. Beverly C. Owens, Town Manager, at the Wise Municipal Building, 501 West Main Street, Wise, Virginia, until 2:00 P.M., local prevailing time on, July 22, 2021, and then at said office publicly opened and read aloud.

The Contract Documents may be examined at the Wise Municipal Building, 501 West Main Street, Wise, VA; at Thompson & Litton, 103 E. Main Street, Wise, VA; and online at TRASCO (http://www.trascoplanroom.com).

Copies of the Contract Documents (electronic and/or hard copy) are available for purchase through TRASCO at http://www.trascoplanroom.com.

A non-mandatory Pre-Bid Conference will be held on July 13, 2021 at 10:00 A.M. All interested parties are requested to meet the Engineer at the office of Thompson & Litton located at 103 E. Main Street, Wise, VA 24293.

Bids must be accompanied by Bid security as specified in the Instructions to Bidders.

The Successful Bidder must be licensed as a Class A contractor in the State of Virginia prior to the execution of the Agreement. Each Bidder must be a Virginia Department of Transportation (VDOT) Pre-Qualified Contractor. Disadvantaged Business Enterprise (DBE) firms are encouraged to submit Bids.

Bidders shall comply with Executive Order 11246, entitled, “Equal Employment Opportunity,” as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60).

The Contract shall be awarded to the lowest responsive and responsible Bidder. The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so. Any award will be contingent upon the approval of the Virginia Commonwealth of Transportation Board.
