Separate sealed Bids for the Re-Roofing of Dobyns-Bennett High School for the City of Kingsport, which
consists of the partial reroof of Dobyns-Bennett High School. Work will include demolition of existing
roofing material and installation of new single-ply roof membrane on new insulation board as shown
on drawings, will be received by Sandra Sloan, Assistant Procurement Manager, at the City Hall in
Conference Room 436, 4th Floor, 415 Broad Street, Kingsport, TN, until 4:00 P.M., local prevailing time,on November 30, 2021, and then at said office publicly opened and read aloud.

Copies of the Contract Documents (electronic and/or hard copy) are available for purchase through TRASCO at http://www.trascoplanroom.com.

A non-mandatory Pre-Bid Conference will be held on November 10, 2021, at 9:00 A.M. All interested
parties are requested to meet the Architect at the City Hall in Conference Room 436, 4th Floor, 415 Broad Street, Kingsport, TN. A tour of the roof will be available immediately after the Pre-Bid conference, weather permitting. Those bidders wishing to tour the roof and site at another time and date may do so by appointment only, with 24 hours minimum notice, to David Sewell, Maintenance Director, at (423) 378-2196.

Any Bidder must give notice in writing of its claim of right to withdraw its Bid within two business days
after the conclusion of the Bid Opening Procedure. If a Bid is withdrawn, the next higher Bidder shall
be deemed to be the Low Bidder. No Bid may be withdrawn unless said withdrawal is permitted by law.

Bids must be accompanied by Bid security as specified in the Instructions to Bidders.

All Bidders must be licensed Contractors as required by the Contractors Licensing Act of 1994 (TCA Title
62, Chapter 6). A contract will not be awarded to a Bidder whose Bid is in conflict with state licensing law.

By submission of a signed Bid, the Bidder certifies total compliance with Title VI and Title VII of the Civil
Rights Act of 1964, as amended, and all regulations promulgated thereunder.

The Contractor shall comply with all provisions of TCA 50-9-113 as it relates to Drug-Free Workplace
requirements. The Contractor shall complete the Drug-Free Workplace Affidavit of Prime Bidder form
and submit it with their bid.

MBE/WBE firms are encouraged to submit Bids.
The Contract(s) shall be awarded to the lowest responsive and responsible Bidder(s).

The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.
