Separate sealed Bids for the Jackson River Water Line/Sewer Force Main Replacement Project for the Town of Clifton Forge, Virginia, which consists of the replacement of approximately 350 feet of 8-inch water line, 250 feet of 6-inch sewer force main, and other associated appurtenances. Approximately 190 feet of water line and sewer force main replacement will occur in the Jackson River and will be required to be encased in concrete, will be received by Chuck Unroe (Town Manager), at the office of Town of Clifton Forge, Virginia, 547 Main Street, Clifton Forge, Virginia 24422, until 2:00 P.M., local prevailing time, on January 20, 2022, and then at said office publicly opened and read aloud.

The Contract Documents may be examined at the Town of Clifton Forge, Virginia, 547 Main Street, Clifton Forge, Virginia 24422; at Thompson & Litton, 726 Auburn Avenue, Radford, VA; and online at TRASCO (http://www.trascoplanroom.com).

Copies of the Contract Documents (electronic and/or hard copy) are available for purchase through TRASCO at http://www.trascoplanroom.com.

A mandatory Pre-Bid Conference will be held on December 21, 2021, at 10:00 A.M. All interested parties are required to meet the Engineer at the Town Hall at that time.

Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the Code of Virginia (§ 2.2-4330).

Bids must be accompanied by Bid security as specified in the Instructions to Bidders.

Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.

MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order #11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders #12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 436 of P. L. 113-76, American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.

The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, § 2.2-4343.1.

MBE/WBE firms are encouraged to submit Bids.

The Contract(s) shall be awarded to the lowest responsive and responsible Bidder(s).

The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.
