Separate sealed Bids for the Wastewater CIP Inflow and Infiltration Project MS-7 for the City of Waynesboro (a.k.a. “City” or “Owner”), Virginia which consists of the rehabilitation of approximately 380 linear feet (L.F.) of 6-inch, 3,400 L.F. of 8-inch and 85 L.F. of 12-inch sewer line with cured-in-place pipe liner; approximately 20 L.F. of 6-inch and 160 L.F. of 8-inch sewer line point repairs; the rehabilitation of 31 manholes; the replacement of 31 manhole cones and frames and covers, the rehabilitation of 2,490 L.F. of sewer laterals, and the replacement of 83 cleanout caps, reinstatement of 83 service connections and all associated appurtenances, will be received by Mr. Jim Bisbee, Supervisor of Procurement & Risk Management at the City of Waynesboro Finance Building, 503 West Main Street, Suite 203, Waynesboro, VA until 2:00 P.M., local prevailing time, on October 8, 2024 and then at said office publicly opened and read aloud in Room 104 at 2:05 P.M
The Contract Documents may be examined at the City of Waynesboro Department of Public Works Office, 941 Fir Street, Waynesboro, Virginia 22980; at Thompson & Litton, 726 Auburn Avenue, Radford, VA; and online at TRASCO (http://www.trascoplanroom.com).
Copies of the Contract Documents (electronic and/or hard copy) are available for purchase through TRASCO at http://www.trascoplanroom.com.
A non-mandatory Pre-Bid Conference will be held on September 4, 2024 at 10:00 A.M. All interested parties are requested to meet the Engineer at the City Shop (Shops Meeting Room) at 900 Essex Avenue, Waynesboro, VA 22980 at that time. Site visit to follow Pre-Bid Conference.
Questions shall be submitted via email to tmullins@t-l.com, and are due by 13 September 2024. An Addendum will be posted to eVA on 20 September 2024.

All bids shall be in a sealed envelope and clearly marked in the lower corner:
“IFB Wastewater CIP Inflow and Infiltration Project MS-7”. Bids sent by U.S. Mail or other carrier that requires the use of a proprietary mailing envelope shall be in a sealed envelope INSIDE the proprietary mailing envelope. The return address area of the sealed bid envelope should contain the legal company name, name of company contact, complete mailing address, and e-mail address of the Bidder.

Withdrawal of bids shall be according to procedure Code of Virginia (§ 2.2-4330(B)(1)).
Bids must be accompanied by Bid security as specified in the Instructions to Bidders.
Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.
Bids will be accepted until the date and time specified in the timetable (above) at which time they will be opened and recorded as received. The City will reject any Bid received after this date and time. The Bidder has the sole responsibility to ensure the Bid is received by the City at the above address and by the listed time and date. The City is not responsible for mail delivery delays by the U.S.P.S., private couriers, or the inter-office mail system.

Bids may be deposited into a gray mailbox located in front of the Yancey Building front door located on the corner of 503 W. Main St. and Wayne Avenue.
The award will be made to the lowest responsive and responsible Bidder meeting the requirements of the solicitation. The City of Waynesboro reserves the right to conduct any tests it may deem advisable and to make all evaluations. The City of Waynesboro also reserves the right to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the procuring public body to be in its best interest.

Find the Download_###.zip file you downloaded. Right Click on the Download_####.zip file and click ( Extract All ). A Window will popup Extract Compressed ( Zipped ) Folders. The default should extract and create a sub-folder in your Downloads folder with the PDF files inside. Keep your ZIP Files in case you misplace, delete or corrupt your PDF file(s). You can always just extract them again. Once you have extracted the files this way you can move the unpacked folder or files. If you try to move the files out of the zip file any other way you run the risk of corrupting the pdf file(s)…
