Sealed bids are invited for the construction of Radford University Women’s Softball Field Conversion to Synthetic Surface and Addition of Video Scoreboard, Project Code: 217-B4217-021 at Radford, Virginia. The project is generally described as the conversion of the softball field from natural turf to a synthetic surface, adding a new video scoreboard, and associated work.
Sealed bids will be received electronically through eVA. The deadline for submitting bids is 2:00 P.M. sharp, as determined by the Bid Officer, on April 29, 2025. The bids will be opened publicly and read aloud beginning at 2:00 P.M., on April 30, 2025, at the same location.
A Standard Commonwealth Bid Bond is required (form CO-10.2 and Contract Security is required) for any bid regardless of bid amount.
eVA Vendor Registration: The bidder or offeror shall be a registered vendor in eVA. See the attached eVA Vendor Registration Requirements.
Procedures for submitting a bid, claiming an error, withdrawal of bids and other pertinent information are contained in the Instructions to Bidders, which is part of the Invitation for Bids. Withdrawal due to error in bid shall be permitted in accord with Section 9 of the Instructions to Bidders and § 2.2-4330, Code of Virginia. The Owner reserves the right to reject any or all bids.
A pre-bid conference will be held at the Armstrong Facilities Management Building, Facilities Planning and Construction, 501 Stockton Street, Radford University, Radford, Virginia 24142 at 10:00 AM, on April 17, 2025.
Attendance shall not be a prerequisite for submitting a bid, but it is strongly recommended that all interested parties attend the pre-bid conference.
The contract shall be awarded on a lump sum basis as follows: the Total Base Bid Amount including any properly submitted and received bid modifications. ‘Notice of Award’ or ‘Notice of Intent to Award’ will be posted on eVA, Virginia Department of General Services’ central electronic procurement website, at https://eva.virginia.gov
Contractor registration is required in accordance with Section 54.1-1103 of the Code of Virginia. See the Invitation for Bids for additional qualification requirements.
All executive branch agencies are directed to advance Executive Order 35, dated July 3, 2019.
The Invitation for Bids for the above project, including the drawings and the specifications containing the information necessary for bidding, are available at TRASCO, http://www.trascoplanroom.com. No partial sets will be issued. Bidder is responsible for purchase. No refunds.

Save your file. Typically it saves by default to your ( Downloads ) folder.
Open your File Explorer and browse to your ( Downloads ) Folder.
Find the Download_###.zip file you downloaded. Right Click on the Download_####.zip file and click ( Extract All ). A Window will popup Extract Compressed ( Zipped ) Folders. The default should extract and create a sub-folder in your Downloads folder with the PDF files inside. Keep your ZIP Files in case you misplace, delete or corrupt your PDF file(s). You can always just extract them again. Once you have extracted the files this way you can move the unpacked folder or files. If you try to move the files out of the zip file any other way you run the risk of corrupting the pdf file(s)…
