Notice to Bidders: Qualified bidders are invited to submit bids for Project as described in this Document according to the Instructions to Bidders.

Project Identification: Lexington Jordan’s Point Park.

Project Location: Jordan’s Point Park, Moses Mill Road, Lexington, VA 24450.

Owner: City of Lexington, VA.

Owner's Representative: Patrick Madigan and/or Doug Sisson.

Engineer: AECOM.

Project Description: Project consists of construction of precast concrete tiered seating, walkways, new gravel roadway, landscaping and picnic supply items.

Construction Contract: Bids will be received for the following Work:

General Contract (Primarily Civil trades).

BID SUBMITTAL AND OPENING

Owner will receive sealed bids until the bid time and date at the location indicated below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

Bid Date: September 23, 2025.

Bid Time: 3:00 p.m., local time.

Location: Lexington Public Works, 890 Shop Road, Lexington, VA 24450.

Bids will also be received electronically online at https://www.trascoplanroom.com/projects/855/details/lexington-jordan’s-point-park until 3:00 p.m., local prevailing time, on September 23, 2025, and then publicly opened and read aloud virtually. Contact Patrick Madigan and/or Doug Sisson for the link to the virtual bid opening.

Bids will be thereafter publicly opened and read aloud.

BID SECURITY

Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

PREBID MEETING

A prebid meeting for all bidders will be held at Lexington Public Works, 890 Shop Road, Lexington, VA 24450 on September 9, 2025 at 10:00 a.m., local time. Prospective bidders are required to attend.

Bidder Questions: Engineer will provide responses to bidders’ questions received up to 5:00 pm on September 16, 2025. Submit pre-bid questions using the Pre-bid Question Form attached to this section.

TIME OF COMPLETION AND LIQUIDATED DAMAGES

Bidders shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. Work is subject to liquidated damages.

BIDDER'S QUALIFICATIONS

A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, a separate Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.

Note the filename ( Download_#### ) if you need to search for it later.
Save your file. Typically it saves by default to your ( Downloads ) folder.
Open your File Explorer and browse to your ( Downloads ) Folder.
Find the Download_###.zip file you downloaded. Right Click on the Download_####.zip file and click ( Extract All ). A Window will popup Extract Compressed ( Zipped ) Folders. The default should extract and create a sub-folder in your Downloads folder with the PDF files inside. Keep your ZIP Files in case you misplace, delete or corrupt your PDF file(s). You can always just extract them again. Once you have extracted the files this way you can move the unpacked folder or files. If you try to move the files out of the zip file any other way you run the risk of corrupting the pdf file(s)…
