The Town of Halifax is requesting sealed bids for a construction contract to rehabilitate a project funded by an Industrial Revitalization Fund (IRF) grant, a Virginia Tobacco Region Revitalization Commission (VTRRC) grant and Virginia Brownfields Assistance Fund (VBAF) funding. Bidders may bid on the following contract:
BID – EXXON STATION REHABILITATION requests sealed bids for the rehabilitation of a former Exxon Station in Halifax, Virginia to be a restaurant. The Project generally consists of the construction related to rehabilitating the existing building, the additions to the existing building, and site improvements including connecting to existing utilities on site.
One copy of the sealed bid and one electronic copy will be received by 2:00 p.m. (local prevailing time) on November 7, 2025.

Both a physical copy and an electronic submission are required to be considered a responsive bid.
Your response and pricing should be submitted in a sealed envelope/package, clearly marked as follows:
Bid Enclosed for Exxon Station Rehabilitation, BID – EXXON STATION REHABILITATION, Bidders Co.
Name, Virginia Contractor’s License number, & Bid Close Date.
Any response received after that time and/or date will be returned to the offeror unopened. All bids received for BID – EXXON STATION REHABILITATION will be publicly opened and read aloud at 2:00 p.m., local prevailing time, on November 7, 2025.
A non-mandatory Pre-bid Conference is scheduled for 2:00 p.m. (local prevailing time) on October 16, 2025 at the Halifax Town Hall, 70 S Main Street Halifax Virginia 24558. Bidders should RSVP to Fred Esenwein via phone at 540-342-5263 or email at fesenwein@hillstudio.com if they plan to attend. Purpose of conference is for Bidders to familiarize themselves with site and to ask questions pertaining to the Contract Documents. It is mandatory to visit the site before submitting a bid even if the bidder does not attend the Pre-bid conference; notify the Town of Halifax to access the building.
Bidders are required to complete the Contractor’s Qualification Statement included at the end of the Bid Form. Bidders must be licensed as a Class A contractor in the Commonwealth of Virginia. The bidder's attention is directed to the Code of Virginia, Title 54.1, Chapter 11.
The Davis-Bacon Act does not apply to this project.
Conflicts in documents, if any, will be resolved by written addendum.
This project is funded by multiple grants. In submitting a bid, the bidder acknowledges that careful record keeping is necessary for the Owner to submit invoices to different funding agencies.
Town of Halifax shall provide the mechanism for the evaluation of all information received, the final determination of responsible offerors and reserves the right to waive informalities and irregularities and to accept or reject any or all bids. Any deviations or alternates must be submitted, in writing, with your bid. Deviations or alternates discovered after bid award or material receipt, not stated in your bid, shall be grounds for disqualification and nullification of order. Withdrawal of bids due to error shall be according to Section 2.2-4330.B.1 of the Virginia Public Procurement Act. The bidder shall give notice in writing of his claim of right to withdraw his bid within two business days after the conclusion of the bid opening procedure and shall submit original work papers with such notice.
Contract is to be awarded on a lump sum basis. The contract for BID – EXXON STATION REHABILITATION will be awarded individually, based on the lowest responsive bid received, and negotiations with the responding firms.

Find the Download_###.zip file you downloaded. Right Click on the Download_####.zip file and click ( Extract All ). A Window will popup Extract Compressed ( Zipped ) Folders. The default should extract and create a sub-folder in your Downloads folder with the PDF files inside. Keep your ZIP Files in case you misplace, delete or corrupt your PDF file(s). You can always just extract them again. Once you have extracted the files this way you can move the unpacked folder or files. If you try to move the files out of the zip file any other way you run the risk of corrupting the pdf file(s)…
