Separate sealed Bids for the Leachate Bypass Pump Station and Tank Cleaning for the Roanoke Valley Resource Authority, which consists of the installation of a bypass pumping system for leachate, cleaning of one 81' nominal diameter leachate holding tank along with associated tank effluent line and pump station suction piping, replacement of the secondary containment liner for one 89' nominal diameter leachate secondary containment tank at a separate tank site, and all related appurtenances, will be received at 1020 Hollins Road NE, Roanoke, Virginia 24012 and online at https://www.tlplanroom.com until 2:00 P.M., local prevailing time, on December 4, 2025, and then publicly opened and read aloud.
NOTE: BIDDERS SUBMITTING ELECTRONICALLY ARE ALSO REQUIRED TO SUBMIT HARD COPIES TO THE ROANOAKE VALLEY RESOURCE AUTHORITY BY 2:00 P.M., LOCAL PREVAILING TIME, ON DECEMBER 5, 2025.

A mandatory Pre-Bid Conference will be held on November 12, 2025 at 10:00 A.M. All interested parties are requested to meet the Engineer at the Smith Gap Regional Landfill Office, 8484 Bradshaw Road, Salem, Virginia 24153 at that time.
Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the Code of Virginia (§ 2.2-4330).
Bids must be accompanied by Bid security as specified in the Instructions to Bidders.
Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.
This is a federally assisted project. Bidders and Contractors performing work under this advertisement are bound by the requirements of President’s Executive Order 11246 as amended by Executive Order 11375; Title VI of the Civil Rights Act of 1964; Section 109 of Title I of the Housing and Community Development Act of 1974, as amended; Section 3 of the Housing and Urban Development Act of 1968; the Immigration Reform and Control Act of 1986; the Davis-Bacon Act; the Copeland “Anti-Kickback” Act; the Contract Work Hours and Safety Standards Act; and Public Law 100 202.
MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order #11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders #12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 436 of P. L. 113-76, American Iron 00 1113/2 and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.
The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, § 2.2-4343.1.

The Contract(s) shall be awarded to the lowest responsive and responsible Bidder(s).
The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.

Save your file. Typically it saves by default to your ( Downloads ) folder.
Open your File Explorer and browse to your ( Downloads ) Folder.
Find the Download_###.zip file you downloaded. Right Click on the Download_####.zip file and click ( Extract All ). A Window will popup Extract Compressed ( Zipped ) Folders. The default should extract and create a sub-folder in your Downloads folder with the PDF files inside. Keep your ZIP Files in case you misplace, delete or corrupt your PDF file(s). You can always just extract them again. Once you have extracted the files this way you can move the unpacked folder or files.
