Separate sealed BIDS for the construction of:
The Mary Branch Waterline Extension will be received by the Lashmeet Public Service District at the Mercer County Commission in Princeton, West Virginia, until 1:30 p.m. (local prevailing time) on July 24, 2025, at which time the Bids received will be publicly opened and read. The Project consists of constructing:
CONTRACT NO. 6: WVIJDC ELIGIBLE will consist of will consist of a waterline extension in the Mary Branch area including, but not limited to, approximately 15,000 LF of 8-inch waterline; 3,500 LF of 6-inch waterline; 4,000 LF of 2-inch waterline, valves, hydrants, and appurtenances.

Copies of the CONTRACT DOCUMENTS (electronic and/or hard copy) are available for purchase through Technical Reproduction and Supply Corporation (TRASCO) at https://www.trascoplanroom.com/.
A mandatory pre-bid conference meeting will be held on July 9, 2025 at 10:00 AM (EST) at the Mercer County Commission in Princeton, West Virginia. Following the conference, a field review of the project area will be held for all BIDDERS.
The bid opening procedure shall be a two-envelope system. Envelope No. 1 must have the following information presented on the front:
- Name and address of Bidder
- Bid on Contract – Mary Branch Waterline Extension Project Received by Lashmeet Public Service District
Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on pages 00 2115.00/5 and 00 2115.00/6 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder."
BIDDERS on this work will be required to comply with the President's Executive Order No. 11246 and "HUD Section 109", which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract.
AMERICAN IRON AND STEEL REQUIREMENT
P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an “American Iron and Steel (AIS)” requirement in section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works. Notice is hereby given that the Lashmeet Public Service District has adopted goals for minority and female participation in the project work force. These goals are as follows:
Female Participation: 6.9 percent
Minority Participation: 4.2 percent
A five percent (5%) BID BOND must accompany all BIDS.
All Bidders are required to have a West Virginia Contractor’s License per Section§ 30-42-12 of the West Virginia Code.
No BIDDER may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids.
WV Alcohol and Drug Free Workplace Act
WEST VIRGINIA CODE 21-1D-5 PROVIDES THAT ANY SOLICITATION FOR A PUBLIC IMPROVEMENT CONSTRUCTION CONTRACT REQUIRES EACH VENDOR THAT SUBMITS A BID FOR THE WORK TO SUBMIT AT THE SAME TIME AN AFFIDAVIT OF COMPLIANCE WITH THE BID. THE ENCLOSED DRUG-FREE WORKPLACE AFFIDAVIT MUST BE SIGNED AND SUBMITTED IN THE FIRST ENVELOPE AS EVIDENCE OF THE VENDOR’S COMPLIANCE WITH THE PROVISIONS OF ARTICLE 1D, CHAPTER 21 OF THE WEST VIRGINIA CODE. FAILURE TO SUBMIT THE SIGNED DRUG-FREE WORKPLACE AFFIDAVIT IN THE FIRST ENVELOPE SHALL RESULT IN DISQUALIFICATION OF SUCH BID.
BIDDERS must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Wage Rates, the Copeland Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and the West Virginia Division of Labor Wage Rates.
For the purpose of clarification, it is understood that the work to be done on Contract No. 6 is being financed in whole or in part by means of a grant and/or loan from the Drinking Water Treatment Revolving Fund. Funds contributed by West Virginia American Water Company, and a grant through the West Virginia Infrastructure and Jobs Development Council;
DBE REQUIREMENTS
Each Bidder must fully Comply with the Disadvantaged Business Enterprises, and Affirmative Action Requirements, as identified in the contract documents.
The Bidder agrees to make “positive efforts” to subcontract a portion of the total value of the contract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to rejection of bids. For this program, the term “subcontract” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract.
NON-DISCRIMINATION IN EMPLOYMENT
“Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications.”
SUSPENSION AND DEBARMENT
Recipient shall not entertain the use of businesses that are listed on the “System for Award Management (SAM)” at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180.
The Lashmeet Public Service District may waive any informalities or minor defects or reject any and all bids.

Find the Download_###.zip file you downloaded. Right Click on the Download_####.zip file and click ( Extract All ). A Window will popup Extract Compressed ( Zipped ) Folders. The default should extract and create a sub-folder in your Downloads folder with the PDF files inside. Keep your ZIP Files in case you misplace, delete or corrupt your PDF file(s). You can always just extract them again. Once you have extracted the files this way you can move the unpacked folder or files. If you try to move the files out of the zip file any other way you run the risk of corrupting the pdf file(s)…
