Buchanan County Emergency Sewer Repairs

Contract I: Rehabilitation of sanitary sewer through cleaning and CCTV of approximately 20,500 linear feet (L.F.) of gravity sewer pipe, heavy cleaning as determined, replacement of four manhole cones as well as frame and covers, dig and replacement of approximately 200 L.F. of 6-inch sewer lateral, 200 L.F. of 8-inch sanitary sewer, and 428 L.F. of 20-inch sanitary sewer, approximately 68 lateral launches, and armoring of 30 existing manholes with concrete. Contract I will also include Add Alternate No. 1, consisting of an additional 64,700 L.F. of cleaning and CCTV of 16-inch and 20-inch sewer line, approximately 36 lateral launches, and heavy cleaning as determined. Add Alternate No. 2 consists of the relocation of approximately 690 L.F. of 16” gravity sewer within Levisa Fork, the replacement of two five-foot diameter watertight manholes, and the installation of one new five-foot diameter watertight manhole, along with all related appurtenances. Contract II: Rehabilitation of sanitary sewer through cleaning and CCTV of approximately 3,800 L.F. of 8-inch gravity sewer, replacement of approximately 13 laterals, raising a manhole to grade, nine curedin- place spot repairs, and approximately 10 lateral launches, along with all related appurtenances. Contact II will also include Add Alternate No. 1, which consists of an additional 18,100 L.F. of cleaning and CCTV of 8-inch gravity sewer and heavy cleaning as determined.

A non-mandatory but highly recommended Pre-Bid Conference will be held on December 4th, 2025 at 11:00 A.M. All interested parties are requested to meet the Engineer at the Buchanan County Public Service Authority offices located at 1023 Old Benns Branch Road, Oakwood, Virginia 24631 at that time.

Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the

Code of Virginia (§ 2.2-4330).

Bids must be accompanied by Bid security as specified in the Instructions to Bidders. Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.

Domestic Preference – Contract 1 is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.

All Contractors are hereby advised that a portion of this project is funded from the Virginia Clean Water Revolving Loan Fund (VCWRLF). Bidders must comply with the President’s Executive Order #11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin and

Executive Orders #12138 and 11625 regarding utilization of MBE/WBE firms; and the Civil Rights Act of 1964. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin. Bidders must also comply with the Davis-Bacon Act and other requirements more particularly described in the Bid Documents.

The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, § 2.2-4343.1.

MBE/WBE firms are encouraged to submit Bids.

The Contract(s) shall be awarded to the lowest responsive and responsible Bidder(s).

The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.
